Disciplinary Outcome
The Case
Following the U15 Inter-District tournament on Sunday 2 June 2013, a letter of complaint was submitted to Scottish Hockey regarding the conduct of an individual towards a member of staff.
Having considered the terms of the complaint, the witness statements and the Respondent’s answers, a Complaints Panel came to the view that the circumstances underlying this complaint constituted a serious incident. It was serious for the following reasons:
- The incident occurred at a youth tournament
- The incident was seen as an attempt to directly undermine the authority of Scottish Hockey
- The incident was perceived to directly undermine the self-confidence of a member of the staff of Scottish Hockey in the conduct of their duties
Outcome
Following Complaints Panel Hearing on 29 July 2013, which was reconvened on 6 September 2013, it was the decision of the Panel ‘inter alia’ that:
- A letter of reprimand as provided for in section 1.9.a of the Ethics Manual would be appropriate, along with a letter which the Respondent offered to write to the Complainer personally to apologise for any hurt or distress they may have caused to the Complainer.
Scottish Hockey has developed and codified in its code of ethics a standard of behaviour which is expected from every participant in the sport. The organisation deplores any departure from that standard and will rigorously investigate every complaint of inappropriate behaviour.
This complaint arose out of a misguided attempt to reorganise a tournament and was pursued with such vigour that a member of staff was significantly distressed albeit temporarily.
Scott Baird, Chair of Scottish Hockey, said, “The Ethics Manual is there to ensure all individuals can participate in the sport in a safe and supportive environment, including the ability of staff members to go about their duties without undue intervention. As an organisation, we would like to reinforce the importance of high standards of behaviour from all who are involved in the sport.”
